Base Pay: $67,246.40 Annual

SUMMARY: The Grants Accountant is responsible for the financial management, reporting, and compliance of grants received by Nueces County departments. This includes ensuring proper accounting and documentation of grant-related transactions on a daily, weekly, monthly, quarterly and annual basis; preparing financial reports as required by the granting agencies; filing these reports as required monthly, quarterly and annually, and maintaining compliance with applicable federal, state, and grant regulations. Is responsible for preparing the Schedule of Expenditures of Federal and State Awards (SEFA) on an annual basis for the Annual Comprehensive Financial Report (ACFR) and must work with the outside auditors for the annual Single Audit.

ORGANIZATIONAL RELATIONSHIPS:

Reports to: County Auditor and the First Assistant

Other: Works closely with county elected officials, department heads, employees, state and local agencies, and outside auditors.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Responsible for thoroughly understanding the financial government management standards for each grant contract and the principles of grant accounting. Approves each expenditure and coding to ensure strict compliance with program requirements and program budget.

Is required to input all grants into the Workday software system and maintain each grant in Workday throughout the year.

Verifies and maintains accurate records of receipts and disbursements. Prepares or approves monthly journal entries to recognize revenue on each grant. Reviews monthly/quarterly expenditure reports as prepared by project managers as submitted to grant agencies. Ensures that each grant is self-balancing and cash balances are individually identified.

Reconciles grants on a monthly, quarterly and annual basis ensuring that reports submitted to the state and/or granting agencies agree to what is recorded in Workday.

Manages the grant accounting process ensuring that funds are requested and received timely and utilization of grant funds are maximized within legal restraints. Determines the proper coding of grant revenues.

Ensures that files are promptly set up for each grant contract approved and are maintained in accordance with departmental procedures. Prepares setting up and closing journal entries in a timely manner to ensure the general ledger is current and accurate.

Prepares the annual Schedule of Expenditures of Federal and State Awards in accordance with the Single Audit Act provisions, meets with outside auditor and addresses questions on grant transactions. Ensures the timely completion of all grant transactions for closing the county's fiscal year. Assists the county auditor with preparing annual budget on grant funds and estimates the funding matching requirements.

Key Responsibilities:

Monitors and tracks all financial aspects of grant programs, including budgets, revenue, expenditures, and reporting deadlines.
Inputs all grant transaction into the Workday software system and maintains each grant in Workday throughout the year.
Prepares and submits timely and accurate financial reports in accordance with grant requirements.
Ensures compliance with federal (e.g., Uniform Guidance), state, and private grant regulations.
Reconciles grant accounts and maintain organized financial records for audits and internal reviews.
Reviews and approves grant-related expenses to ensure allowability, allocability, and reasonableness.
Maintain accurate records of restricted and unrestricted funds and ensure proper fund accounting.
Works with outside auditors during annual audits or grant-specific audits.
Assists with the preparation of the Annual Comprehensive Financial Report (ACFR).
Serves as an important resource for information on grants to elected officials, department heads, county employees and the public.
Ensures good communication lines remain intact to ensure the successful functioning of the County Auditor's office.
Performs research and prepares special projects as requested by County Auditor or the First Assistant.
Performs such other duties as may be assigned.

EDUCATION and/or EXPERIENCE: Bachelor's degree from an accredited university with a major in accounting with 2-5 years of accounting experience, preferably in grant or nonprofit accounting. Experience with federal grants is highly desirable. Familiarity with governmental fund accounting principles is required.

LANGUAGE SKILLS: Ability to read, analyze, and interpret grant documents, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES AND LICENSES: May be required to possess a Texas Driver's License. A CPA license is preferred but not required.

OTHER SKILLS AND ABILITIES: Thorough knowledge of complex grant accounting principles, methods and equipment as applicable to government accounting including the use of data processing programs and equipment. Extensive knowledge of governmental grants-in-aid accounting and reporting. Ability to use independent judgement and initiative. Ability to establish and maintain effective working relationships with other county employees, officials and the public.
