Job Description

As part of the contract strategy for the project scheme it is intended to award several advance contracts to precede the Main Infrastructure Contracts. The most significant of these advance packages will be the Utility Works contracts. The Utility Project Manager (South) is a client designed contract and will involve the installation of extensive new water, drainage, gas, telecoms and electricity infrastructure in Dublin city centre and Fingal County, in a congested city centre/urban environment. The Utility (South) Project Manager will be appointed under the NEC4 form of contract - Option C: Target Contract with Activity Schedule. The role holder supports the completion of the M100, M400 and M500 contracts. A key part of this role will be to build relationships both internally and externally, manage team performance and morale, work collaboratively on a best for project basis with the Enabling Contractors, the Advance Works Engineering Designer, Project Archaeologists and Project Conservation Architect to ensure the timely delivery of the works.

The successful candidate will be responsible for monitoring contractor performance and driving efficient performance throughout the works. The role facilitates teamwork and collaborates with the integrated team ensure the successful execution of delivery activities, by focusing on fostering a collaborative and productive team environment.

This is a key role in the implementation phase of project demanding a candidate who possesses maturity of thought with a keen sense of judgement, commensurate with the requirements of the form of contract being adopted for these works. The successful candidate will be an accomplished communicator demonstrating the capability of working on his/her own initiative, and with a proven record in making key decisions on construction projects. A crucial aspect of the role involves establishing strong, trusting relationships with key stakeholders and securing their support for the delivery process of the enabling works

In particular, the form of contract that has been adopted for these works requires that the successful candidate possess the ability to work collaboratively with the Contractor and internal and external stakeholders in an effective and efficient manner to progress the works in an expeditious manner. The role holder co-ordinates the design and construction interfaces of the Works with the Project Main Infrastructure Contracts and other Advance Works Contracts to achieve targets in a timely and efficient manner.

Principal Accountabilities

Coordinate and manage the delivery of Utility Contracts from tender through to completion, in collaboration with the designers, and the integrated Project Team.
Liaise with heads of departments to ensure appropriate resource management.
Manage a large multi-disciplinary team of internal resources and external advisors to develop detailed plans and schedules for the proposed utility works, and act as a line manager for TII staff.
Ensure adherence to contractual specifications, industry standards and regulatory requirements to deliver high-quality utility works.
Identify, assess and mitigate any potential risks associated with the Enabling and Main Works Contractors including delays, cost overruns and technical challenges.
Ensure commercial management of the contract with relevant team members including managing change control procedures, audit plan, early warnings, the risk register and evaluating compensation events.
Promote a proactive safety and sustainability culture.
Maintain effective communication with stakeholders, including subcontractors, suppliers, government, agencies and community representatives as well as managing any issues ensuring that they are dealt with quickly and efficiently.
Ensure communication interfaces are professionally managed and assist in the production of communications by providing programme and technical information to theTeam as required.
Organise and participate in both internal and external stakeholder meetings to discuss project progress and address any concern.
Co-ordinate design and construction interfaces, including handover of the works with the project main infrastructure contract and other enabling contracts, including liaising with the wider integrated team.
Maintain records of all utility works activities, prepare regular progress reports and ensure that all documentation is up-to-date and accessible.
Monitor the performance of contractors in relation to the relevant KPI’s.
Advocate for continuous operational improvement, taking advantage of opportunities as they arise.
Define Utility Works delivery strategy along with the short and long-term roadmap for achieving this and in line with the contracting entity’s current and future capacity requirements.
Advocate collaboration and integration among multidisciplinary programme teams and stakeholders.
Oversee compliance with planning and procurement policies across all related project activities.
Support a collaborative culture which enables high performance by encouraging innovation and knowledge sharing.
Promote an equitable, inclusive, accessible, and diverse workplace.
Ensure management of the on-site contract supervision and administration team including project engineers, construction supervisors, commercial advisors, planner/s, and clerical personnel. Oversee and manage all utility contracts related to the project, ensuring compliance with terms and conditions.

Collaborate with project managers and engineers to integrate utility requirements into the overall project plan.
Advocate for continuous operational improvement, taking advantage of opportunities as they arise. Maintain effective communication with stakeholders, including utility companies, government agencies and community representatives.
Stay informed about changes in utility regulations and industry best practices.
Prepare and maintain detailed records of all utility-related activities, agreements and changes.
Identify, assess, and mitigate risks associated with utility services.
Perform additional tasks, activities or other duties as may be required or assigned as part of the role.

Experience, Skills and Qualifications

10+ years' experience in relevant civil engineering/ contract management capacity.
Experience working with Utility Works contracts.

Qualifications

Minimum 3rd level or bachelor's degree in relevant subject area e.g. Engineering.

Practicing / Training / Compliance Certification

NEC4 credited advantageous but not essential

Engineering Ireland membership (desirable)
